Climbing Stamina not reducing very much anymore

I can now seem to climb so high wearing full heavy armour, the stamina is not reducing. I can climb easily 3 times higher, probably better than i could previously climb wearing climbing boots and climbing gloves.
Is this intended??

Steps on how to reproduce issue:

  1. Equip Full Heavy armour
  2. climb a very tall stucture or Cliff.
