Is it true that to claim exile rune i have to download the whole game and install it? I have 60gb of internet per month and I wouldnt really want to waste it all at once on a game I wont even touch. But if it is true, there is no other way round to claim goodies in AoC having Conan exiles barbarian edition?

What’s an Exile-Rune?
It’s a rune item (just like the achievement ones and so on) that you can activate to get 30% more crit damage every now and then during combat (which is pretty overpowered for some classes). You get it from buying one of the special versions of Conan Exiles on Steam, you get the game and some items for your AoC account.

Can you claim it on all characters or just one?
It´s account wide, so yes.
Just for the records, in the same bundle there’s another interesting item, the Survivalist’s Tools, which increases the chances of getting rare materials while harvesting.
Its buff lasts 1 hour and has a cooldown of 20 hours, but since you can claim account wide, you can just switch character and keep digging.
I found it very useful to get the mats for my T3 crafts. An hour of digging typically gave 10-12 rares, with a maximum of 16.
Whitch version i cannot find anything related to it. On the shop nothing that talks about these runes. Is there still a way to get those them or is it still valid?
you can get it for $20. Originally you had to buy the entire game for $60.
Worth it for the Rune on all characters! 
Keep in mind that you need barbarian edition in order to claim bonuses in AoC

It might be possible with just the Barbarian Edition DLC and not the full game. To claim your content, you go to https://claim.conanexiles.com/ and sign in to your steam account so it can check that you own the content.
My AoC account is not steam, still i can do it?

All you need to do is buy Exiles Barbarian Edition on steam, go to the claim.conanexiles website that Piankhi provided, sign in steam through that, input your email in, then you’ll be emailed a code that you’d redeem on your aoc acct page.

I did purchase it but i got no runes. Do you have to buy AoC from steam to get those runes? Because my account was made at the begin of the game. If it works this say i’ll refund my money.
Did you to to the claim.conanexiles website, sign in through steam, and give them an email? If not, then you did it wrong. If so, did you check your email and input the code they give you into your acct registration page?
