Couldn't start ZoneUE4-Win64-Shipping.exe on STEAM

Hello,
Running on Win 10 PC through STEAM. I can play the game when it first downloads. After rebooting the PC a few times, I receive the error:
Couldn’t start:

“H:\SteamLibrary\steamapps\common\Mutant Year Zero\ZoneUE4/Binaries/Win64/ZoneUE4-Win64-Shipping.exe” ZoneUE4 CreateProcess() returned 2.

I try and validate and fix the files through STEAM, but while the new files download, they fail to validate. If I uninstall and reinstall the game, it works for a few hours, until this error comes up again.

I have fixed the problem (I think). I had to set all STEAM apps and the MYZ to run as admin. I also had to give the user account “full control” (full admin rights on windows) under the directory’s security tab.
