Direct connect to server on LAN doesn't work

Game client installed from steam on Windows 11. Dedicated server on Linux with steamcmd/wine/whatnot. Didn’t work so I decided to check with tcpdump what was going and and I see nothing on the server when trying to connect. Firewall on server turned off.

E.g. direct connect to x.x.x.x:7777 not seen by tcpdump. Seen with nc -v x.x.x.x 7777 so not blocked by firewall or anything like that.

Suggestions?

Have you tried port forwarding the server on the router?
It what I had to do to make mine work on my LAN.
