Feat points bugged?

I think there is a bug with the Feat points.
I have farmed a lot of fragments to be able to craft all things, I got 787 points currently all in all and I was pretty sure I had a lot of points left to learn the epic handles for weapons, the big waterwell, toolkit repair kits and so on, a lot of the small normal things.
But 2 times now my points have went to 0 and I was pretty sure I had a lot of points left ???
I think it bugs somehow ??
