I don’t stand on the ground in front of vendors in the alcoves in the center of Agartha. My feet seem sunk into the raised platforms in front of their stores. If I walk away and off that platform, or down to other platorms at other levels, like over by the bankers, everything seems fine.
There are a thousand places where this happens. It’s not something that’s feasible to fix.
I should then amend my report such that before the patch, this wasn’t an issue in that specific area. Nor, is it something I’ve noticed in the play fields I’m used to playing in. In the effort that helps them narrow down what they might have changed recently.
In some cases it could actually be a fix. There were areas where the terrain was blocking you from walking over it (you had to jump) so they could have made some parts of it no-clip so you could walk through unobstructed. Agartha is particularly bad for this. The side effect is you end up partially in the terrain. I wouldn’t worry so much unless you’re up to your knees in the ground, but even then getting terrain fixes on that small of a scale is pretty much not going to happen, unfortunately. Feel free to continue reporting them, though. I still report things I know will never be fixed…
Well, it’s still a bug. Something that was fine before the patch today, and now is not.
I will leave it here and they can choose to address it or not address it, regardless as to whether there is any general feeling as whether they will or will not. 
Yeah, this does appear to be something introduced with the latest patch. It did happen in some places but now it is happening in many more. As an example, just take a look at the little vendor guys in Agartha, even they have their feet sunken into the ground now.
