Fence cannot be placed on a fence foundation that is partially submerged in water

I have placed several fence foundations partly in the water. I can’t put a fence on them, because there is no contact to something already built (I can’t think of the exact error message).
It is similar to this problem (Unable to place fence-foundation on foundations build i water), but does not treat the fence completely underwater.
Partly, as you can see on the screenshot, the fence is also affected in the immediate vicinity.
