Foliage Quality set to Low is no longer disabling ground clutter


Bug Reproduction:

Before 3.x graphics settings honored my selections. Now, I’m seeing plants on the ground which I can not disable through settings. Foliage Quality set to Low usually turns off the non-harvestable plants, which improves performance as well. I’ve tried adjusting this value back and forth and leaving areas entering new ones.

Note: Some ground areas such as the areas by the Sentinels in the Exiled Lands map, show this defect, while if I walk far away, or admin teleport to the jungle, I will not see the ground cover that is not harvestable. So it’s quite likely this bug has something to do with the game not even honoring the settings that are known to the game. If I see the (additional) ground cover, and sign out to the menu and back into the same place on the same map, it can disappear. Move to another area of the map where the foliage is present, log out and back in, and it’s still present.

Unexpected ground foliage was also observed on private servers with multiple players and on Siptah map.
