Yeah… this seems to be a thing. I should double check if I can continue mine, but I doubt it.

Freya tag says “Returning Home.” This is after she met with the leaders of New Asagarth. She came to my base, I talked to her, but she didn’t follow me or anything then she disappeared. So I went to her house and saw the dialogue option for “I’m ready, let’s hunt” or whatever, but I went to go do something else first. Came back and my only dialogue option is “Goodbye.” 
It’s been like this for a few days now.

my issue persists from the day I started her quest step 2 until today. I on each time I talked to her I did a log out/in first before talking to her but zero results.
Had a similar problem occur myself just now.
In the midst of finding her the ingredients, and whatever animals to hunt, I fixed, and now she is stuck in the same “returning home” state that others are reporting.
So. If you’re interrupted at all in the middle of these Freya/follower quests, the game makes her leave you like a normal following thrall would, but because she isn’t owned by anyone and/or doesn’t have a home to return to (which you would think it would be her camp), she’s stuck in the “returning home” state, and…because you don’t have “permission” to make her follow you she’s stuck and players are “sol.”
At least I haven’t had any problems with the other follower quest… -knocks on wood-
