Game Runs in Slow-Mo, Then Skips Frames to Catch Up (Vsync only)

Bug Description:

If I try to play the game with Vsync on, the game will often launch into an unplayable state. The entire game is in slow-motion, and will skip forward in time very often. The issue starts on main menu and persists into the game. It is sometimes (rarely) fixed on its own, but will come back upon restarting the game.

Steps to Reproduce:

Please provide a step-by-step process of how the bug can be reproduced. Please be as detailed as possible; the more details, the easier it will be for us to find and fix the bug:

-Launch the game with Vsync on
-Issue exists!
-Turn vsync off
-Issue gone

If it matters, my monitor is 240Hz.

Also, can you share your PC specs as well? And, at what resolution you are running Metal?
