GPU 99% texture problem?

hello, I relaunched the game yesterday and was surprised that the game was having a lot of trouble running properly. I had already played before when Siptha was released and I had no problem.
So when I run the game I can not exceed 30 FPS even in LOW graphics.
everything is up to date, no program in the background

I’m running the game on an ASUS i7 ​​8750H, NVidia GeForce 1060 GTX, 16gb RAM

I can’t post an image to show the 3D usage of my GPU which goes up to 99%.
when i am in the game menu i am at 84%.
I don’t understand what’s going on

I also tried to repair the files but nothing to do: /
