my guess: He went through the passage to the snow area and killed on his way the queen and mixed up the piece itself and from which boss he got it.
But you can be pretty fast at the dragon. Just port to the volcano naked with cold gear in inventory. Take a sip from sth to drink to cool down a little bit and then run straight forward. You will come out at “The High way” which is in H12.

so killed the 3 skull dragon out side “The High Way” twice, and some 1 skull dragons near the “Black Yeti” no stone drop…
No worries, the stones are easy to confuse. At any rate, I hope the devs find the time to include the fix in the next patch. I’m 100% sure that it’ll keep dropping from pirates, even if they change which NPC exactly drops it, because otherwise they would have to change the dialog you get in the Sandswept Ruins. The dialog gives you clues that help you find the pieces, so if they change who drops the piece and leave the dialog the same, they’ll be sending players on a wild goose chase.
