The game says you are in combat even after you’ve killed all threats. You have to leave the area completely to use them and this is silly as in open areas you may run into more trouble. Not the biggest issue as I take a lot of food with me but still kinda defeats the purpose of having them if you can’t use them when you need.
You’re “in combat” anytime you’re in “combat mode” - ie; holding a weapon (or shield) at the ready.
Foods - healing breaks if you take damange
Bandages/potions - breaks if you move
Not 100% positive which items are affected by that last.

Nah tried that. Gotta run from the area to clear combat mode or they wont work for me
