On my server I have taken off decay. Rule is to place sign down with last login. How can I force place a sign on others claims in order to give a warning to them?

Activate Admin mode to make yourself Admin. Than open the console and type:
PlayerCanBuildEverywhere XXXXXX
XXXXXX stands for the STEAM name of the player to which char you want to grant those rights. So in case of yourself, you have to put in your own STEAM name.
To deactivate that special building right, you just have to use that command line again.
With this special command activated you can also build in NPC zones, dungeons or where ever befor was building blocked.
Also, if you want to monitor your players last login there is a nice option from Pippi Mod, but you need to use discord to make use of it.
Within the Pippi Admin control menu, you can set discord webhooks for having messages send to your discord, like: Server Status, Player Online, Player Offline, Player Killed, Chat logs
Make a seperate channel in discord for the webhook you want to use, in your case “Player Online / Player Offline”. Pippi will then messages about login or the going offline into that channel by using the character name.
If you than wanne know when a char/player was seen for the last time, use the channels search option in dicord, fill in the chars name and let discord search for it. discord will than displayes the lates post where that name was mentioned. so it is easy to find the last line of those pippi messages. You than can mind out the last day and time that char was online.
You can also give that pippi webhook bot a name if your want.

Please forgive the slight tangent, as this follow-up question has to do with official servers. I suspect this console command is not disabled on officials. Therefore if someone compromised the Admin, they would be able to issue this console command, which would help explain some sparse reports of this behavior on official servers. Do you know of a way, Pippi or otherwise, to turn off certain console commands for specific users?
Most of the vanilla consol commands in conan are admin based and can be just used by admins.
There are just a few that can be used by normal players, like toggle FPS and such.
Pippi, has a menue list, where you can decide about some commands you can grant to players, but these commands are pippi own commands.
Appreciate the reply. Player Can Build Anywhere still wont let me force build on ppls claims. Unfortunately due to the bug where thralls aren’t consuming food in their inventories with ANY mod installed, even though Funcom is apparently aware and fixed it but hasn’t put it in a patch yet, we are a no mod server. The Pippi info is amazing and will def help when and if we ever install it.
you can also set land claim to min, which than makes it possible that people can build very close to eachother
