If you cast imbue wisp and then remove the effect, you can't cast it again without logging out

Bug Description:

If I cast imbue wisp and then remove the effect I can’t cast it again unless I log out and back in. The cast animation is triggered but no wisp is created.

Bug Reproduction:

cast imbue wisp and then try to cast it again.

Same issue on Xbox One Edition.
