It gives new hair options in the Orb of Nergal when you have the Isle of Siptah DLC.
It has been in the game since the Isle of Siptah launched, but was hidden. For some reason, intentional or accidental, they unhid it.

Base Game needs more hair, makeup, beards (including this man’s neckbeard) and face options! Every since this came out, accident or not, WE NEED THESE THINGS
