What’s your approach to knocking them out?
If you’re trying to shoot them from rooftops etc with blunted arrows, none of those tricks work anymore since if the NPC cannot fight back for some reason they will reset and their consciousness bar immediately goes back to full.
This was an intentional change to prevent these types of tricks.
