So, new player here…
A few times I’ve received in-game mail - and a couple of these were voicemails, in Japanese (I think). Why? Should these not be in English - or are these for atmosphere.
I’m guessing you are playing a Dragon? These voicemails are from the Faction Handler (Bong Cha).
She’s actually speaking in Korean.
They are mostly flavour messages as your Faction Rank increases. Story missions from your handler are usually in English (unless there is a specific reason for them to be in other languages).

The actual voice messages on faction rank up aren’t supposed to be her. We don’t know who they are and I don’t think anyone actually ever posted translations to what she’s saying.
