That seems to be platform dependent and varies between DLC and Bazaar items on PlayStation at least.
DLC weapons require the relevant prerequisite epic weapons feat at least, so they are not available until the level when feat points are irrelevant. Much like the building styles are unlocked as soon as the master mason feat is taken.
Exception being Flotsam.
Flotsam also has the super power of allowing the crafting of awnings, those game breaking things that are usually gated until level 41. Being able to make them as soon as one takes basic masonry is truly a game break atrocity of the highest order.
With the awesome power of Awnings on their side, surely the P2W wretches who bought Siptah are invulnerable to other low level scrubs. Step aside Feroxic daggers, the real whale weapon has arrived!
Of course, the solution of not level gating Awnings to the absurd level 41 is just silly.
Bazaar items seems to be ready to craft as soon as that bench hits the foundation and seem to have no prerequisite at all.
Ancestral knowledge seems to be outside the normal feat progression, whereas the DLCs are more like free additions to it.

Now i remember. You only have to have the tier, but not the actual weapon recipe. ex: Can craft the DLC epic maces without knowing the star metal mace recipe.
This thing about the DLC bows has been like that for years now.
But it has always been like that. The DLCs were P2W or P2Convenience at least.
