I unlike others have actually enjoyed the spell, and have no problem with it doing the damage it does in PvP. But I have a suggestion regarding it especially for bases that are out in the open or apex bases.
A new build piece: lighting rod.
Make it expensive but ablative, it has hit points and it can be blown up with pots/arrows ect and can absorb 5 storms before it pops.
Suggest hardened steel, alc base and a fragment for crafting. can’t be within 10 square radius of another rod.
