Master of Ceremonies not talking

Game mode: Single player Version 103818 / 18696 PVP
Problem: Bug

Region: USA

I swear that in a play through before this I could talk to the Master of Ceremonies? There is a NPC there now called Vishak or something like that but no option to talk is there now.

Steps on how to reproduce issue:

  1. Explore Volcano Shrine of the Oracle
  2. There is an NPC there that you can’t talk to
  3. You did talk to him / her before
  4. REport as bug.
