You are no longer able to talk to the barkeeper i.e. to ask for Isscar The Sellsword to meet you.

Had the same issue myself with a barkeeper placed in the AoW C3 beta. Seems like it may only affect previously placed ones, as I placed a fresh barkeep on Siptah and was able to talk to him
