When I go to the Museum, my statue changes to match my current clothing (although the pose does not change from how I had set it).
Is there a way to lock the clothing? Am I just missing something?
Nope. That’s just how it works.
The statue simply isn’t there until you enter the museum and it doesn’t save its previous apperance.
Also for the same technical reason the doors are always closed when you enter. The exhibits don’t spawn until you open them.
