What about adding a new type of thrall to ease the process of raising pets? They could decrease the time and cost it takes to raise them, or increasing the chance of getting greater pets or even all of the above? It would be a fitting addition.
Or maybe simply let taskmasters do the job?
If going this route, I’d say go for the simple solution here, and make Taskmasters do the job. It’s not like there’s a lot of job opportunities for them - and they don’t exactly have a degree in HR Management either.
Thralls are treated no better than animals anyway (which is somewhat fitting since they’re just as dumb).
