Who is the next in the chain of people you can report in game issues to after GM’s, if the result of previous complaints have yielded not just unsatisfactory results but simply nothing done?

There’s a bug report window (CTRL+B) if you want to submit, well, bug reports. GMs are there for customer support, not bug fixing.
That said, you may want to be a little more specific. Also, just because an issue has been reported doesn’t mean that it’s quick and/or easy to fix.
