Master and Grandmaster Repair Kits do not repair Legendary weapons, for some reason. Even the Nemedian Helmet can’t repair my weapons, and neither can the Godbreaker Boots.
Legendary gear can no longer be repaired (without mods) for quite a while now, i don’t know if you have a mod that specifically is supposed to re-enable that?
I don’t know what mod would be able to do that for me, but I’d love if there was one I missed.

I still don’t like how repairing gear lessens it’s durability. Shouldn’t have been a feature.
Where have you been for 6 months?
My opinion the repair kits should drop durability. They are an in the field quick fix. BUT you should be able to full repair at the bench, including repair lost durability due to using repair kits.
Now here is a logic question for you, if legendars actually ware out how would we even have them? How can any weapon as old as they are still be around if they ware out?
I’ve been playing a bunch of other games. But you can regain lost durability?! Sick!
No you can’t, but you should.
