NPC's not appearing in Sep City

@Keokisun’s issue and mine are slightly different but very similar. @Keokisun’s NPC’s don’t seem to spawn in at all whereas mine on testlive appear after I leave the Temple Quarter/Waterside area and return.

I had the same thing on my dedicated server. After I upgraded to much faster hardware on the server, the issue went away. Testlive PC.
