They are not available since you would need to volcano forge to make them which Siptah doesn’t have. It is essentially just junk for now unless they decide to release a use for them at full launch.
The way to get them would to be the vaults as the drop as with most of them you have to go to vault main chest for el items but not all can be made there
Them randomly but as said above and as far as I know you need the volcano forge to use them… bug @Ignasi may be able to give a exact if there is a way to make them
