Old Gods, New Tricks Bugged

I’ve had the “Old Gods, New Tricks” mission bugged for a long time. I’m on tier 5/5, and when I approach the Council of Venice area in al-Merayah, I’m told I have a limited time to find the liasion before he leaves. The red-marked area is at the Council of Venice (near Amparo Osorio) and there is no liasion to be found. I’ve read online he appears near the Agartha entrance, and I’ve tried running and porting there, but again he’s not to be found. I have the GPS tracker in my quest inventory but no other quest related item.

Any hints? This has been bugging me for a long time.

Have you looked in the little warehouse across from where the Council people are stationed?

I don’t know if it’s the same for all factions, but the Illuminati liason likes to hide just to the left, I think, as soon as you enter this building.

The faction agent waited by Agartha in TSW, when they changed to SWL the location was moved to the one @Nautilus has shown It’s one of the times when the internet can be misleading!
