Only owner can loot player corpse problem

Bug Description: EverybodyCanLootCorpse=False

Hi, I can’t get EverybodyCanLootCorpse=False to work on my server. I even tried adding it to my serversettings.ini file and after a re-boot that line disappears. Is there any way to have a person’s stuff stay on their dead body without anybody other than the person that died taking their stuff? Also “Only owner can loot player corpse” is on when looking at server settings. But still, anybody can take a dead person’s stuff. Is this a bug or is there a fix for this problem?

P.S. I have no Mods installed
