Other random players can access your wheel of pain and take your thralls on PVE

Bug Description:

Other players (not in your clan) can access your wheel of pain, and take your thralls. This seems pretty bad as the wheel of pain is basically a private storage container?

Bug Reproduction:

Take thrall from another’s wheel of pain (greater wheel of pain). It showed on my event log
