Player Encumbrance Multiplier Issue

The server setting Player Encumbrance Multiplier no longer works. No matter what value you set, the weight will always remain the same. Everything seems to weigh much more. We always had the value set to standard 1 but after the patch everything now weighs much more. Tested with and without Mods.

this setting has never worked. They removed all the non functioning ini settings from the in game settings because people kept trying to change stuff thats been broke since day one of EA
