Player list not visible

Bug Description:

While on every other PvE-conflict server the player list is shown to everyone normally, it doesn’t display to anyone present on my server.

Expected Behavior:

Please grant server admins option to turn on or off player list access.

Steps to Reproduce:

Probably the method to reproduce it is to create a PvP server and then convert it to PvE-conflict or PvE.

Set the Vocal Visibility setting to 0. You may need a server restart.
