Of those that affect weapons, the only one is the TG Archery mod. It modifies arrows damage. Now removed it, loaded the game - nothing has changed.

I have pulled both of these bows out of chests over the past few days.
I am fairly certain that Eye of Khan was a Strength type weapon.
I also think the Bessie’s Bow I pulled was a Strength type weapon.
At least one of them had Power Draw in the Item Description card.
Just in case, try to spawn Derketo’s Voice as well, should be a strength bow

Something (some mod) is overwriting vanilla game information.
