Hi and welcome to the forums 
Funcom doesn’t sell pre-order codes for Conan Exiles anymore, because the pre-order period was about seven years ago - the game has been on full release for a long time. You should probably communicate with whoever sold you this code, since they would be the ones that were claiming it would provide you with the pre-order items.

Did a quick Google 40 bucks for a code probably a scam

Codes are region locked as well. A US code won’t work in Australia or NZ

The codes have expiry dates. I believe they expired a few years ago
