Preordered, but Royal Armor recipes unavailable?

I originally purchased the game back in 2017, but I apparently do not have access to the recipes to craft the Royal Armor DLC? I even tried creating it via the admin console and receive an error message when doing so. Who can I contact in regard to resolving this?
