On the Xbox one if I was to join a clan then leave will the purge meter that the clan has lets say 68% filled stay on my meter if I left the clan?

Do you know of a way to fill up the purge meter faster?
Building seems to work and killing. If you’re experience is going up than so should your purge. Hopefully some one else can add more.

The purge action intervals are I believe 15 min on officials. So kill an npc/build sth every 15 min. You will get the same amount of points for killing one or 100 humans. See more details in the wiki article.
