I agree. It is still necessary to prohibit the construction of pvp-servers during the raid.
Level 60 can be taken in 6 hours of play on x1. It’s easy. Just run around on the map. And something else to do.

2x harvesting is fine. Everything else is x1 so the vast majority will still take weeks to hit 60, literally. Are you scared someone else might beat you? I don’t understand your concern.
