Question about Thrall/Follower limit

I haven’t seen this answered so I thought I would ask this real quick.

When it comes to the follower limit, I know it does not include crafting thralls, but does it include followers that you haven’t placed in the world yet? Like, followers who have been broken but are immediately placed in box for storage. Do those followers count against the limit?

Thank you. I really wish we could put followers back in box when we don’t want them out anymore but might want them later.
