Consumeables based on rare spice will not grant any warming buff.
Steps on how to reproduce issue:
Get rare spice from Flotsam
Craft new stuff with rare spice
Use it to warm up
Buff does not exist or has ~1sec duration
I tested Fiery-Hot Imperial Tea & Fiery-Hot Imperial Tea and even when it is crafted new, it will not grant any buff.
Tested for comparision the Spiced Soup and this granted me a buff which stayed some time.
And I am not the first one who found and reported this bug:

1.Head North
2.Consume fiery hot items
3.Realise they offer no warming buff
4.Beg Ymir for forgiveness

As you’ve correctly noted, the issue has already been reported so it’s currently in the developer’s queue and will be addressed as soon as possible.
