Repair kit not working on un-broken tools/weapons (and I assume armors)

[If a weapon or tool (possibly armor) is not broken (durability > 0) but is less than 1, it cannot be repaired by repair kits. This issue was raised by master weapon repair kits on a few tools, acheronian pick, sickle and obsidian hatchet. Displays message that broken weapons cannot be repaired.

I assume you have durability >= 1 set instead of just >0 for the repair kits functionality ]

Please provide a step-by-step process of how the bug can be reproduced. The more details you provide us with the easier it will be for us to find and fix the bug:

  1. Lower tool/wep durability to under 1 but not broken
  2. Try to repair with an advanced repair kit
  3. I don’t know if this applies to all types of kits on all gear, but reality is that it only really matters for master and (if you fix purges) legendary repair kits.
