Bug Description:

All NPCs from Riverwatch camp are missing, originally reported 9/21/2021 in this Bug Report.

Installed Mods: None

Steps to Reproduce:

Please provide a step-by-step process of how the bug can be reproduced. Please be as detailed as possible; the more details, the easier it will be for us to find and fix the bug:

  1. Go to Riverwatch camp
  2. Note there are no NPCs
  3. Sadface
  4. Rue the lost opportunity for the RNG of T4 thralls
