Sigils disappearing after death

Server type: PvE
Region: North America

On Death My exile will lose sigils. Some will get dropped. Some will be gone completely. I usually seem to keep one learned after death. Is this intentional? Is anyone else getting this bug? I have mods, it could be them. If you have no mods and experience this bug please say so, it might be from Funcom.

It is confirmed that it is intended for a % of your sigils to be destroyed upon death.
