Siptah respec bug and loss of Insignia feat

Please provide a step-by-step process of how the bug can be reproduced. The more details you provide us with the easier it will be for us to find and fix the bug:

  1. Go to Siptah dungeon, unlock Insignia from any dungeon.
  2. Able to make insignia.
  3. Respec character with yellow lotus potion.
  4. Ability to make Insignia disappears and you must return to the dungeon to unlock again.

Please fix this. I am a builder and respec often so this is quite frustrating.

I am having the same bug that was supposed to be fixed in the last hotfix. The new recipes are disappearing from the artisans benches after using yellow lotus potion in 2.3
