The same symptom happened to me a few minutes ago.
After logging in (non-official server) and staying up from the bed everything was fine so I started the daily base work.
When finished I got my fighter follower to do some dungeons and went to my map room.
After teleporting stamina didn’t regenerate anymore.
I tried several things to get of this obvious buggy stance.
Only a suicide solved this so far for the moment (probably just until the next time).
