Stamina will not regenerate

I started a purge and my stamina disappeared and won’t come back. I have restarted the game and still nothing. In single player stamina is fine, but online nothing.

Also, though I am carrying quite a bit it shows not encumbrance at all. It is like I am carrying nothing.

Update: I killed myself and that reset my stamina!
