Have reached tier 3/5 but the message from Dave Screed does not appear, so I am unable to progress the mission. Have sent a petition to resolve this last week but no GM response as yet. Anyone else having this problem?
Yes, it’s a known bug, the only way to resolve it is via petition so good luck with that. Hopefully they will look at it before the event ends.

This particular bug will indeed require GM intervention. Due to the nature of this step, it cannot be re-triggered by a groupmate or another player. A Game Master can, however, progress your mission manually to the point you would have been to had you read Screed’s SMS message.
I believe that due to being a seasonal mission that you cannot repeat until its fix and thus a bug that prevents you from participating in part of the event, this particular issue is considered a higher priority in triage, as issues that prevent progression typically are.
If you sent your petition in close to or during the weekend, CS hasn’t had a chance to get to it yet; They should get to you soon!
