I found a bug in the “drawers” section of TPM quest in Tokyo, steps level 2 and 3, both on drawer keys. You can pick up the keys and take the content of them without updating the quest.
Solution seems to be to exit, and enter the building again, and walk up, getting the key, and do the quest steps in order again. This also seem to fix the step where picking up keys out of order is possible.
