Only two people on this server, with about ten mods, only noticed this problem recently Thralls will level up 2 or 3 times then they just stop doesn’t matter which Thrall xp just stops.
It might be more helpful to report this in the PC bugs forum, with as much detail as possible (such as the full list of mods).

The first couple levels come pretty fast but then slow down as they level because more XP is required to go to the next level.
