My review of the Patch Notes did not indicate an intentional change. Tinker’s Bench no longer giving the option of creating Legendary Repair Kits when paired with an appropriate armorer/blacksmith.
I’m seeing the legendary weapon repair kit, but not the armor repair kit. So bug is half confirmed.

There’s Legendary Weapon Repair kit crafted by Tempersmith Blacksmith, but I don’t see Armor one. Maybe I don’t have Tempersmith armorer yet. Try that one.
